The master agreement signed by Oilers Entertainment Group (OEG) and City Council for the new downtown development was supposed to include housing, but "During the council meeting, not only did they admit that there's no legal requirement to build housing, the 2,500 number is barely even being dreamt of anymore...the agreement does not have a legal requirement to complete a single unit of housing before OEG will get money for the event park" (from the Taproot podcast here)
